Do I need to be brew certified partner to build applications

I am working with a US client for developing an application for brew phone.

we are working with Brew emulators/simulators and then we want test on the demo phones if required.

Do I need to be brew certified partner to build applications and deploy on brew phones? Or we can do it without being an official partner.

Appreciate a quick clarification

Well at least you need to get authenticated to get access BREW extranet for downloading application loader.
