No offense, but how can they make you the administrator of this project when you don't even know how to schedule it or break it down into manageably junks?

Without knowing much about your project requirement it would be difficult to estimate.

Depends what kind of engineer you want to hire and your budget. Experienced senior engineer will cost you more but project will be completed efficient way. Usually a mix of senior engineer and junior engineer team would do that job for you.

As Dragon mentioned, a decent deliverable project planning requires little more understanding of big picture.
1. Write down complete business requirement of project.
2. Based on business requirement do technical feature planning.
3. Now breakdown the task in to modules.
4. Do time estimation based on engineers expertise level (junior engineer/experienced senior engineer)
5. Code complete date would be provide an approximate time estimation for Alpha version of the project.
6. Add 6/8 weeks of time(could be more depending your project size) for detailed QA and decide on your beta date.
8. Add another 4 weeks of testing for final candidate build.
5. Add another 2 weeks for RTM(release to manufacturer)/GMC(gold master candidate) build
