Preparing Applications Msg

Does anyone know under what circumstances BREW displays the "Preparing Application" message? I just saw it for the first time ever on a phone and it happened on a phone that's giving me a lot of problems with the appLoader.

Bob,

This message appears on the device screen, when BREW needs to acknowledge a certified application to BREW download server.
At that point of time it makes a data call to the server and sends acknowledgement. During the process you see the "Perparing applications Msg" displayed.
