BREW encoding unicode or GB13000

I have the checklist. there are two items, one is character set BREW set it GB2312(simplified chinese). another item is character encoding, BREW may set it unicode,GB13000, GB2312. But I do not know how to set the item? and I also do not know the difference between these two items?
